The present study is to classify disaster traditions and consider the utilization to disaster prevention and mitigation. A
number for the examination object is 797 cases which are released by Fire and Disaster Management Agency in Ministry of Public
Management as disaster traditions. The following phenomenon is mixed in them; the event that is scientific and rational as an
atmospheric phenomenon, the event that we can’t explain yet scientifically, and the unscientific phenomenon. It is very importance
to receive disaster traditions with a scientific viewpoint on the utilization to disaster prevention and mitigation. It is useful to collect
disaster traditions and arrange them paying their attention to regionality and locality on getting the foresight and predictive index of
disaster occurrence. It is also necessary to comment by a modern term to understand the original meaning of the disaster tradition.

Comparison and examination of sediment disaster hazard maps produced by municipalities in Gunma prefecture Reviewed

A purpose of the present study is to compare and examine sediment hazard maps produced by municipalities in Gunma prefecture, paying attention to easiness to understand, characteristics and common points. The subjects of survey are twenty cities in thirty-five municipalities of Gunma prefecture. According to the results, there are cities that produce the hazard maps according to individual natural disasters, focusing on locality of the natural disaster occurrence. On the other hand, there are cities that produce the disaster prevention maps which gathered much natural disaster information. Common important items of every city are the clear statement of the sediment disaster warning zone (yellow zone), sediment disaster special warning zone (red zone) and refuges. Especially, the indication of the refuge is devised variously by a color or an illustration in each municipality.

A purpose of the present study is to obtain a basic document about the engineer ethic education of the agricultural department. The subjects of survey are Engineering Education Programs of the universities accredited by JABEE (Japan Accreditation Board for Engineering Education), and the fields of object are as follows: Agricultural Science and Engineering, Forest Engineering and Agricultural Engineering. For a comparison, the area of Multi-Disciplinary Engineering and Environmental Engineering are also chosen. Based on open syllabi, we compared and examined education systems, course attainment targets and course contents. We basically created an outline of such education systems, which included course titles, units, semester period and teaching systems. We also identified some characteristics of the course contents in agricultural departments.

自然災害が多い地域では,身近な山や動植物,日常生活等を対象にした人々が残した自然気象・災害伝承がみられる。熊本県阿蘇地域では 2016 年の熊本地震や 2012 年の九州北部豪雨,2015 年並びに 2016 年の阿蘇山噴火等,多様な自然災害が発生している。阿蘇地域の伝承からは人々が火山噴火や地震等の災害を克服してきた暮らしを読み解くことができる。本研究では,災害ごとに伝承から読み解ける景観スケールや災害発生期を明らかすることを目的とした。調査方法は,文献調査により阿蘇地域の自然気象(噴火・水害・地震・霜害)および災害に関連する伝承を収集した。次に,景観スケールから見る承内容をメソレベル(人が眺める景観)とミクロレベル(身の回りの景観)に分類した。以上に基づき災害発生期を分類した結果,伝承内容を 80 編確認した。

A purpose of the present study is to obtain a basic document about the engineer ethic education of the forest science department. Based on public syllabi, we compared and examined education systems, course attainment targets and course contents. We basically created an outline of such education systems, which included course titles, units, beginning lecture period and teacher systems. We also identified some characteristics of the course contents in agricultural departments without sufficiently confirming the original characteristics of forest science. Future work must include questionnaire surveys investigate public hearings.

This study analyzed the creative reconstruction efforts led by a diverse range of organizations from the Kumamoto earthquake in the Aso region in chronological order. In addition, this study was aimed to clarify the efforts of the residents and communities of the Aso region ranging from disaster relief to tourism and various forms of exchange. These efforts utilized the unique human networks and organizations during the period for ensuring survival (10 days after the earthquake) and the period for securing living conditions (1 month after the earthquake) and also provided quick support where the government could not reach. Furthermore, we clarified how the unique efforts undertaken by each subject has made it easier to continue the relief effort and how they developed into tourism, exchange and disaster prevention education programs reviewing local communities.

EVALUATION OF RECOVERY OF DEBRIS FLOW CONTROL BY CHECK DAMS AFTER REMOVING DEBRIS BASED ON NUMERICAL SIMULATION Reviewed

The present paper evaluated the recovery of a debris flow control by check dams after removing debris from check storage areas based on the numerical results of both a model and an actual torrent. A one-dimensional numerical simulation is conducted to investigate the variations in the debris flow characteristics along a river reach with check dams. In the calculation, the check storage area was either filled with sediment or emptied by removing debris. The analytical results show that check dams effectively reduced the sediment transport when the initial bed slope of the deposition area at the dam’s upstream region is gentler than the equilibrium slope of the debris flow, even if the area is filled with sediment. Removing debris from the check storage area is much more effective for controlling the debris flow, but a priority ranking for removing the works of a number of check dams must be carefully determined when considering the sediment runoff process and its characteristics throughout a torrent.

The study set the evaluation criteria based on the MEXT curriculum guideline called “Zest for Living”. It has become evident that, the knowledge based on the local historical experiences can be a good starting point for the reconstruction immediately after the Kumamoto earthquake. One of the educational effects of the program was, as it became clear that the local children are deeply interested in the wisdom and customs of reading and understanding nature. The program successfully raised children’s level of awareness from the classroom education of disaster prevention to regional disaster prevention in the three years it has been implemented. Furthermore, with the passage of time after the disaster, it has become apparent that the programs called ‘Prediction of Danger and Taking Independent Action’, which aims at recognizing dangers associated with various disasters and ‘Contributing to Society and Basics for Disaster Service Workers’ can also be implemented.

This study developed a disaster prevention education program for children who continued to live in the Aso area after the Kumamoto earthquake with the aim to enhance their disaster prevention capabilities and to help them take active roles in the reconstruction of the region. This study clarified the objectives, teaching materials, learning methods of the disaster risk prevention education program after the disaster, and clarified the educational effects of the program.

The present paper describes predicting sediment runoff characteristics and evaluating debris flow control using such sabo facilities as check dams and channel works based on the numerical results of an actual mountain torrent and consider the changes of sediment transport modes. In Ohzedani River, which is a tributary of Sendai River in Tottori Prefecture in Japan, a very active sediment runoff was caused by the second Muroto typhoon in September 1961. A one-dimensional numerical simulation is conducted to investigate the variations of debris flow characteristics through a river reach with sabo facilities. The analytical results show that the debris flow discharge increased several orders of magnitude more than the water, and the sediment transport rate varies with river-bed slope and river width. A check dam is effectively reduced sediment transport when the initial river-bed slope of the deposition area at the dam’s upstream was not steeper than the equilibrium slope of the debris flow. The flow path is fixed with channel works, which provide protection against debris flow flooding. The computational condition of the river-bed erosion depth greatly affected the numerical results.

本研究では土石流の数値解析をもとに,土砂ダムの形状や構成材料といった物理的条件の違いによる土石流特性値の変化について考察した。その結果によれば,土砂ダムの土砂量が同じ場合,土石流の規模はダム高が高いほど,越流水量が多いほど大きい。土石流の規模を精度よく推定するためには,崩土の流動性に大きく影響する諸条件を慎重に設定しなければならない。
