<p>This paper aimed at quantifying the actual number of vacant houses and their location characteristics in mountain villages. A survey was conducted in a community in Nagawa Town, Nagano Prefecture, where the population has been declining. There is common assumption that the rate of vacant houses, i.e., whether or not to leave a community, is influenced by the socioeconomic location of the community, such as employment opportunities and convenience of living. This paper hypothesized that whether people continue coming and going after leaving a community may be influenced by factors separate from convenience, such as attachment to the community. The result showed that convenience had a significant impact on the percentage of vacant houses, but the inconvenient location was not a major disincentive to “continuing to be involved” in the community.</p>

This paper discussed various collaborative responses to natural resource col-lection in fishing villages in the Sanriku region, Japan, which the Great East Japan Earthquake severely damaged. Coastal fisheries resources in Japan have been managed under a system of fishing rights, known as Territorial Use Rights of Fisheries (TURF), one kind of Common-Pool Resource. Tak-ing abalone, an important resource, as a case study, the paper reconsidered the actual situation of CPR in fishing villages and the role played by CPR as seen from the emergency responses. Focusing on the distribution method of proceeds from abalone, I took six fishing villages that showed three types of cooperation as case studies and clarified the background that made commu-nal efforts possible and the local context in which different responses were chosen for each. The results showed that, based on the practice and norm of using marine resources for the benefit of the community, different responses were chosen depending on the complex factors such as post-disaster changes in the community (population decline and aging), the positioning of the local fishing industry, and the status of recovery, such as evacuation and securing boats. Some FMOs, while operating jointly, limited the number of beneficiar-ies more than before the disaster to protect the livelihoods of remote island communities and full-time fishers.

<p>This paper examined the current situation and challenges of migration to fishing villages, from a national overview and the Ogatsu Peninsula, Ishinomaki city, Miyagi Prefecture, as a case study. Currently, interest in migrating to rural areas is growing, but convenient areas that are not far from urban areas are preferred, and fishing villages, which tend to be located in remote areas, are at a disadvantage. Ishinomaki City was severely damaged by the 2011 earthquake and tsunami, and the population decline in fishing villages in particular has been significant. Various external assistance has been provided to support reconstruction, including support for fishing employment and experience facilities, and innovative initiatives are being undertaken. A case study identified finding housing, relationships with the local community and the remoteness of the fishing village as challenges.</p>

<p>Vulnerability describes susceptibility to harm, incapacity, and marginality in physical and social system. Developing countries are more vulnerable to natural disasters, primarily due to weak response strategies and inadequate institutional frameworks. This study evaluated the vulnerability of individuals, households, community (<i>gaun</i>) after the 2015 Nepal earthquake. We conducted questionnaire survey on 188 households of ward number 7, 8 and 9 in Betini Village Development Committee, one of the most affected areas by the Nepal earthquake 2015. We did group discussions with members in all 13 <i>gauns</i> of study area about the damaged situation and mutual aid actions at the time of earthquake happened. At the individual and households’ level, vulnerabilities were analysed by focusing on women and the elderly, ethnicity, head of household gender, and household economic conditions. As a result, it became clear that Dalits (members of lower caste based on traditional caste system) were vulnerable as an ethnic group. Also, in terms of the structure and damage of <i>gauns</i>, smaller <i>gauns</i> and those located on steep slopes were more vulnerable. There was mutual cooperation among the inhabitants of <i>gauns</i> to mitigate the damage, but economic factors also affected their vulnerability.</p>

「3.11.」以降、三陸漁村の人たちが現在まで保ち続けてきた歴史や文化こそがこれからの日本の社会に意味を持ち、逆に現代の恩恵を受けてきた都市の側に欠如があることが明らかとなった。地域の人々が生きた空間を掘り下げ、そこで暮らす人たちの生業を紡ぎ出すことなしには、未来への再生への道筋は見えてこない。地に着いた生活の場の重要性と、その場に根差した政治・経済や法制度の再構築の必要性が浮かび上がった。

3.11以降の"安全な食"を求める消費者の行動について考察した。高度に発達した消費社会の人間は、暮らしの核心－確信を持つことができず、最終的には見も知らずの他者から与えられるものを基本的に渋々とでも受け入れざるを得ず、このことのもつ大きな問題点が、今回の問題の背景にある。自分の安全を簡単に他者に依存してしまっていること、そしてその依存が非常に大きな代償を求めるものであることを、今回の原発事故により、思い知った。事故が起きたとしても、その地のものを食べ続けるという覚悟の無い社会で、原発は作ってはいけないのではないか。私たちは、これからの社会をどのように作っていくか考える前に、それぞれの価値判断の基準となる確固たるものを見いだして－あるいは創り出していく努力から始めなければいけないだろう。全275頁

日本は人口減少の局面に入っており、それはとくに農山漁村で顕著である。様々な議論はあるが、地域固有の価値を生かし地域の状況を織り込みながら地域の人たちが考え動くほかない。
震災後、過疎化と高齢化が急速に進む宮城県石巻市の漁村地域を事例に、地域の共同性は今日の文脈でどう再構築できるかという課題を底流に、住み続けられるための生業のベースと生活環境をどのように守り創っていけるかを検討する。高齢化、人口減少を前提としつつ、地域に暮らす人々が日々を楽しみ安心感を持って生活できるような地域運営のあり方を地域との共同のもとアクションリサーチ手法を通し模索し、農山漁村に共通する課題の解決の一助を目指す。 -

日本の漁村では前浜が入会として利用管理されている。東日本大震災により大きなダメージを受けた三陸漁村では、緊急的な入会の磯根資源の採捕と分配の取り組みが行われ、それは地域のレジリエンスを高める機能を提示した。そこでの磯根資源の分配のあり方は浜により実に多様であり、それは、各浜のもつ歴史的な固有性によるものと推察された。入会を典型的な事例とするコモンズは、その「共的」な資源管理が持続的で効率的な資源管理のあり方として注目されているが、単なる資源管理システムとしてではなく、本研究では、漁村におけるコモンズ的なものを可能とし支える暮らしの基盤の成り立ちに注目し、漁村のもつ共同性、共有資源の利用と分配のあり方を描き出す。その知見より、漁村における共有資源管理とそれを支える基盤の仕組みの固有性と普遍性を見出すとともに、その価値と継承の可能性を模索する。

バングラデシュのバングラデシュ農業大学、NGOのDUS、ミャンマーのYezin農業大学、SEMEO-CHAT、NGOのFREDA、ブータンではSherubse大学、インドではゴウハティ大学、ラオスではラオス国立大学農学部、日本では京都大学東南アジア研究所がハブとなり、環境変化と問題や持続的発展と開発に関する国際会議と参加型調査を、2010・13年にバングラデシュで、2011・12年にミャンマーで、2012年にブータンで実施した。2014年１月にヤンゴンで成果報告国際会議を実施した。最終成果としてアジアの在地の恊働によるグローバル問題群に挑戦するアクションリサーチの実践型地域研究を作成した。
