Farmers' Intention in the Affected Areas 10 Years after the Great East Japan Earthquake and the Nuclear Disaster

<p>This study investigated the intentions of farm managers in the affected areas 10 years after the Great East Japan Earthquake and the nuclear accident. The results are as follows. Regarding the responses obtained from the 327 commercial farm households, it is clear that with regard to future prospects in management, the percentage of farmers who wish to maintain or expand their farms within 5 years is about 70%, but this percentage will drop to 45% after 10 years, while the percentage of those who wish to downsize or leave farming will be 16% within 5 years and almost double in 10 years. The type of management that shows the intention to expand is often a combination of paddy rice with soybeans and vegetables. Regarding the expansion of management, it was found that more expansion in area and volume of shipments and less "vertical expansion" was observed than in sector or item. These were influenced by the "succession" factor in management issues.</p>

<p><b>Abstract:</b> This paper discusses the points of disaster recovery support activities from the perspective of self-help, mutual assistance, and public assistance by disaster phase，based on the experience of the Tokyo University of Agriculture East Japan Support Project, which worked on the reconstruction of agriculture and forestry from the Great East Japan Earthquake that occurred in 2011.</p><p>Phase I (recovery period) --- At this stage, rapid development and dissemination of recovery technology is required. For that purpose, it is indispensable to discover recovery needs, develop problem-solving technology and disseminate it to the field, and systematically develop volunteer activities by students.</p><p>Phase II (reconstruction period) --- At this stage, it is required to develop technology that can support the development of new agriculture with the restored agricultural land and facilities. For that purpose, it is necessary to understand the technical, management and marketing problems that producers have and to develop comprehensive technology that can solve such problems.</p><p>Phase III (creation period) --- It is time to spread the results of reconstruction to the entire region and aim for regional revitalization.</p><p>In order to develop such efforts, the participation of various organizations with specialized knowledge and know-how is required.</p>

<p>The purpose of this study is to identify the functions of the management philosophy and the objects of penetration that are important to the management of agricultural corporations. An interview survey was conducted with six managers of agricultural corporations. The results suggest that they place more importance on building trusting relationships with stakeholders outside the organization, depending on the location of the business location, and on building a sense of unity and motivation within the organization and motivating employees, rather than on creating a positive image outside the organization, depending on the relationship with customers. In addition, the results of comparative verification with previous studies showed that the functions emphasized by different types of farming are environmental adaptation for rice and vegetables, legitimate functions for fruit trees, and adult integration and motivation for livestock farming.</p>

社会的に注目を浴びている農業における企業参入はその数を増やしているものの、実態は多様であり研究や実務においてその整理が必要とされていた。このため、法律的に規定されている「参入方式」、これと関わりのある「作目・作物」、さらに「本体企業の業種」、「本体企業の企業規模」、建設業を中心とした「参入時期」という５つの軸を設定して類型化し、その特性を分析した。

異業種から農業に参入して順調に農業経営を行っている企業が、どのようなビジネスモデルを構築しているのかについて、マイケル・ポーターが提唱したバリューチェーンモデルを応用した理論面と農業に参入した地方中小建設会社2社を対象とした実証面から考察した。その結果この手法の適用により、経営の実態分析とともに農業部門の経営改善、経営計画へも適用できることが示唆された。

農業に参入した建設業内の業種の細分類に着目し、参入企業７０社のアンケート調査結果の分析と典型的な３事例への面談調査を実施した。その結果、土木系建設業は露地型及び簡易施設型農業に、建築系建設業は高度施設型農業に参入する傾向があること、及び耕作放棄地の回復は主に土木系建設業が実施していることが確認された。これにより、詳細な業種とその経営資源に着目した効果的な企業参入支援の可能性が見いだされた。

農地を利用する形態での企業参入形態の中心となっている農業生産法人方式と農地リース方式について、建設業からの参入した各々３事例を調査し、参入動機、本業の経営、経営発展の可能性の観点から考察した。その結果、農地リース方式はあくまでも建設業を中心に据えて本業の閑散期に生産主体の農作業を行う形態に適している。一方、本格的な農業経営のためには、経営の安定性や発展性の面で農業生産法人方式の方が適していることを指摘した。

農業に参入した地域の中小建設業70社を対象アンケート調査などにより、その実態と課題を考察した。調査結果から参入動機や経営の内容などが明らかになった。経営状況では赤字が多かったが、多くの経営者の意識としては撤退を考えていないことが確認された。これは、企業は短期的視点で採算性を考えるのではなく地域における信用や本業を含めたトータルでの採算性などを重視するためと示唆された。

個人が幸せな日本社会の将来設計に役立てるために実施したアンケート調査を実施し、ＡＨＰにより分析した。 その結果、人々の幸せ感はいわゆる『中の上』に分布し、重視される要素は、心身の健康、家族と親友、社会の安全・安心などとなった。また、「子ども世代は現世代よりも幸せになれない。収入、人間関係、治安・平和の悪化を危惧」が多くの人々の意識であることがわかった。

地方建設企業が生き残りを模索する中で、今後各地で検討が進むと思われる農作業受託事業について、近年開始された３つの事例を通じて、課題と思われる産業間の賃金格差の克服方策について考察した。その結果、賃金格差を克服する方策として、①農協からの施設運営受託業務の実施、②農家からの高付加価値作業の受託、③市町村からの間接的補助金の確保、④建設業本業とのシナジーの発揮の４点が見いだされた。
